Employee of the Month: Daniel Bowler

We are proud to recognize Mr. Dan Bowler, Secondary Science Teacher, as PACT’s October Employee of the Month! Mr. Bowler exemplifies warm professionalism, kindness, and a steadfast dedication to students and colleagues. His enthusiasm for hands-on, engaging science activities reflects his genuine passion for learning and growth. Known for his humor, calm demeanor, and middle school spirit, he fosters a welcoming environment where students feel appreciated and excited to learn. A true team player, Mr. Bowler is always willing to help, encourage, and celebrate others. As one student shared, “He never fails to make me laugh and is the reason I wanted to go to class.” Congratulations, Mr. Bowler, on this well-deserved honor!
 

Introducing PACT Online Campus

Dr. Shawn Lohse, Secondary Principal, and Mr. Tom Keefe, Online Campus Coordinator, presented the first formal overview of the upcoming PACT Online Campus to the School Board. Launching in the 2026-2027 school year, this new program will initially serve grades 7-10 and expand in future years to encompass all Secondary grades. The Online Campus will extend PACT’s mission and academic rigor into a flexible, virtual format, offering students access to PACT teachers, alignment with on-campus learning, and opportunities for real-world connections and growth. The enrollment lottery will begin on December 1, 2025.

Superintendent’s Report | Dr. Nathan Flansburg

State of the District Update
PACT Charter School continues to grow stronger through a shared focus on culture, academic excellence, and partnership. Our 2025-2026 goals build on last year’s progress with clear priorities in literacy, student growth, and character education. The district’s Comprehensive Achievement and Civic Readiness (CACR) goals focus on ensuring every student is ready for school, closes achievement gaps, graduates on time, and is prepared for college, career, and lifelong learning. Recent data shows strong elementary growth and above-state-average performance in reading, continued improvement in ACT scores, and a graduation rate now exceeding 90%. Together, we remain united in our core mission: partnering with parents, students, and staff to develop students of character and academic excellence.

Financial and Operational Progress
PACT has made significant strides toward financial stability and long-term sustainability. In just one year, the district improved its cash reserves from 23 days on hand to 83 (unaudited) and achieved full bond covenant compliance, resulting in an upgrade of our credit outlook from BB “negative” to BB “stable.” Enrollment demand is strong, with nearly 700 students on the waiting list. Looking ahead, PACT’s 2025-2026 District Operational Plan prioritizes literacy aligned with the Minnesota Read Act, continued implementation of MTSS and 5D+ teacher appraisal systems, a new long-term technology and facility maintenance plan, and preparation for the launch of PACT’s Online Campus in 2026-2027. These initiatives reflect our commitment to continuous improvement, fiscal responsibility, and innovation that serve students and families well into the future.

The Board provides overall direction for PACT's development and growth, evaluates the Superintendent of Schools, approves all significant educational and operational policies, and monitors compliance.
